Tel Aviv, Israel CNN —The Israeli military has submitted a plan to the war cabinet for “evacuating the population” of Gaza from areas of fighting, amid warnings that an offensive on the southern city of Rafah will take place soon. That “upcoming operational plan” was submitted for approval on Monday, Netanyahu’s office said, though its Monday statement did not mention Rafah by name. CNN has not seen a copy of the plan. Israel has already targeted Rafah with near-daily airstrikes, while preparing for a ground offensive in the city. Ahmad Hasaballah/Getty ImagesThe US has warned it would not support a campaign on the city without a “credible” plan to evacuate Palestinians.

The UN estimates that 300,000 people are still living in northern Gaza, with very little assistance. “Because of the level of desperation in Gaza, people would see an aid convoy, they would come to the aid convoy, take the stuff from the aid convoy,” Touma told CNN. “By the time we get the approval, the aid convoy is empty.”Other routes are impassable due to debris and craters, satellite imagery reviewed by CNN shows.

Displaced Palestinians in Gaza’s southernmost Rafah city are reportedly fleeing towards northern Deir al Balah as Israeli airstrikes intensify amid the prospect of ground operations, according to a UN body. “Intensified airstrikes on Rafah, where more than half of Gaza’s population are crammed into less than 20 per cent of the Gaza Strip, and statements by Israeli officials about a ground operation in Gaza have reportedly led to the movement of people out of Gaza’s southernmost governorate toward Deir al Balah,” said the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). Earlier on Friday, former Israeli prime minister and current war cabinet minister Benny Gantz said Israel “won’t stop” until all hostages are returned, even if that means continuing hostilities during the Muslim holy month of Ramadan. He added that Israel is preparing for a military incursion into Gaza and will act “in dialogue” with its partners, including Egypt, and “direct the population to protected areas.”In a separate statement on Friday, Israeli Defense Minister Yoav Gallant told reporters that Israel had “no intention” of sending Palestinians into Egypt as part of an evacuation of Rafah, the focus of its next military offensive. Gallant provided no details about a potential evacuation but said “we are thoroughly planning future operations in Rafah, which is a significant Hamas stronghold.”Israeli officials have said the military is working on a detailed plan to evacuate civilians from Rafah ahead of a planned offensive there but have yet to share details.

It remains unclear how or when a ground offensive would unfold, and that uncertainty is adding to anxiety among Palestinians in Rafah about where to go and what to do. Israeli military action in Rafah “has already led to and will result in further large scale killing, harm and destruction,” the government said in its request to the World Court. “We cannot afford an Israeli attack on Rafah… We cannot stand by and let this continue,” he said. Palestinians inspect damaged buildings after Israeli airstrikes on Rafah, southern Gaza Strip, on February 12, 2024. They told us this area was safe… they told us Rafah was safe.

Officials cautioned that there is no sense that Tehran’s growing wariness is likely to change its broader strategy of supporting proxy attacks on US and Western targets — although it could signal adjustments around the margins. But officials do believe that Iran is pursuing a calibrated approach to the conflict that is designed to avoid sparking all-out war. But some current and former US officials are skeptical that Iran will substantively change its tactics. ‘Varying degress of loyalty’The escalations also underscore the varying degrees of control that Iran actually has over its proxy groups. Among the groups, Iran has the least amount of operational control over the Houthis in Yemen, multiple officials told CNN.

News AnalysisThe judges at the International Court of Justice in The Hague on Friday. A ruling on Friday by the International Court of Justice on charges of genocide against Israel had deep historical resonance for both Israelis and Palestinians. It was a topic that appeared to preoccupy the sole Israeli judge, Aharon Barak, among the 17 assessing the case on the World Court. He was among the 17 judges assessing the case on the World Court. “It talks like genocide & walks like genocide,” Muhammad Shehada, a rights activist from Gaza, wrote on social media.

JERUSALEM (AP) — The U.N. world court on Friday came down hard on Israel’s war on Hamas in the Gaza Strip, calling on Israel to “take all measures” to prevent a genocide of the Palestinians. Israel celebrated the court’s rejection of the cease-fire request and said it had endorsed the country’s right to self-defense. Yet harsh criticism of Israel’s campaign in Gaza could further dent its image in the court of public opinion. “But it’s something that Israel can live with.”THE WAR GOES ONNothing in the court's ruling requires Israel to halt the war from a legal standpoint. The U.S. has said it would like to see a revitalized authority, ousted by Hamas in 2007, return to power in Gaza after the war.

The alleged strike targeted the Mazzeh neighborhood in Syria’s capital, home to several diplomatic missions including the Iranian embassy, according to Syrian authorities. The Islamic Revolutionary Guard Corps (IRGC) identified the four others killed as military advisors Ali Aghazadeh, Hossein Mohammadi, Saeed Karimi and Mohammad Amin Samadi. Their presence in Syria had been “at the official invitation of the Syrian government,” Iranian foreign ministry spokesperson, Nasser Kanaani, noted in a statement on social media. Friday's phone call came one day after Netanyahu said that he has told U.S. officials in plain terms that he will not support a Palestinian state as part of any post-war plan. But the regular cadence of calls between Biden and Netanyahu, who have had a hot-and-cold relationship for over three decades, has slowed considerably. And in late 2019, during a question and answer session with voters on the campaign trail, Biden called Netanyahu an “extreme right” leader. Netanyahu argues that a Palestinian state would become a launchpad for attacks on Israel. They hold out hope Israel could eventually come around to accepting a Palestinian state that comes with strong security guarantees for Israel.

CNN —The Israeli soldiers stand rifles in hand, arm over shoulder, speaking to the camera. “We must promote a solution to encourage the emigration of the residents of Gaza,” far-right National Security Minister Itamar Ben-Gvir said on January 1. Far-right Finance Minister Bezalel Smotrich, who also holds a position in the Defense Ministry, says that Israel “will rule there. If Palestinians in Gaza are “post-Jihad, pro-Israel, and want to live that good life in that beautiful soil, there should be an opportunity for that,” he said. Amid a barrage of airstrikes, Israel sharply expanded its evacuation orders in the Gaza Strip on Sunday in preparation for an expected ground invasion in the southern part of the territory. The new orders, coming three days after the collapse of a weeklong truce, sowed confusion and fear among Gaza residents, some of whom have already been displaced at least once before. Images from Gaza on Sunday showed plumes of dark smoke rising above a rubble-covered landscape and bloodied children wailing in dust-covered hospital wards. Mourners stood beside rows of bodies wrapped in white sheets. Late Sunday night, a military spokesman, Rear Adm. Daniel Hagari, said Israel “continues and expands its ground operations against Hamas strongholds all across the Gaza Strip,” but did not elaborate.

CNN —Gaza’s largest hospital, Al-Shifa, has become a flashpoint in the conflict that began when Hamas militants crossed the border into Israel on October 7, killing around 1,200 people. CNN has not verified the claims of either Israel or Hamas. Israel has repeatedly accused Hamas of operating from tunnels beneath the vast complex of Al-Shifa hospital. The IDF also published an “intelligence-based” illustrated video of what it claims the Hamas headquarters under Al-Shifa looks like. The White House has backed Israel’s claims, saying that Hamas was storing weapons and operating a command node from the Al-Shifa hospital in Gaza, citing US intelligence.

Chhetri is one of Israel’s approximately 110,000 registered migrant workers; tens of thousands of other foreign workers lack a permit, often having entered as tourists or overstayed their visas, according to workers’ rights organization Kav LaOved. Pranita Chhetri, who moved from India seven months ago and is a caretaker in northern Israel, considers Israel a safe country for foreign workers despite the Israel-Hamas war. (Michele Chabin)When Hamas terrorists massacred 1,200 people and took more than 200 others hostage last month, they didn’t spare migrant workers. With so many Israeli farmers killed or kidnapped, the workers didn’t know where to turn for help, she says. While it may sound counterintuitive right now, Chhetri insists that Israel “is a safe country for foreign workers.

The Israeli military said it is conducting a raid inside Gaza’s biggest hospital Al-Shifa as it targets Hamas militants it claims are operating beneath the structure — which the militant group and hospital officials deny. What’s happening on the ground: Khaled Abu Samra, a doctor at the hospital, told CNN they were given 30 minutes’ warning before the Israeli operation on the complex began. Khader Al Za’anoun, a journalist inside the hospital, told CNN that Israeli tanks had moved into the hospital complex, and there were gunfire exchanges across the yard. It’s unclear whether there are IDF soldiers inside the hospital buildings, Al Za’anoun said.

CNN —Israeli forces launched a raid Wednesday on Gaza’s largest hospital, Al-Shifa, after accusing Hamas of operating from tunnels beneath the vast complex – a claim denied by the militant group and hospital officials. A satellite image shows Al-Shifa hospital, amid the ongoing conflict between Israel and the Palestinian Islamist group Hamas, in Gaza on November 7. Hagari at the time offered only one piece of evidence: a phone call purporting to be between two Gazans discussing the presence of Hamas’s headquarters at the Al-Shifa hospital. An aerial view shows the compound of Al-Shifa hospital in Gaza City on November 7. Wounded Palestinians sit in Al-Shifa hospital in Gaza City, after arriving from Al-Ahli hospital following an explosion there on October 17.

Thousands of civilians are sheltering at the hospital, along with gravely ill patients and premature infants whose care has been interrupted. Fuel and medical supplies have dwindled as Israeli troops drew nearer in recent days. Hamas, the armed group that controls Gaza, has denied that was the case, and hospital officials have also refuted the allegation. There was no immediate information on the scope, scale or timeline of Israel’s operation inside the hospital. The Israeli military said that the goal of the raid Wednesday was not to harm civilians and that their troops were accompanied by medical teams and Arabic speakers.
